CIPSA releases new white paper on Commissioning10 May 2010The white paper outlines the concept of ‘commissioning’ which has been developed in the UK public service over the last few years and is gaining traction there as a term to define public sector supply lines more broadly. The paper was written by Helen Alder, one of the UK based CIPS professional practice team. She explains Commissioning from first principles through to a number of its current applications. Commissioning is more end to end than ‘sourcing’, like category management. It is more service orientated rather than goods orientated, like a traditional supply chain. And it includes “make or buy” options and in-house provision, rather than just purchased solutions.
