US train Iraqis in weapons procurement

The US Defense Department has been teaching the Iraqi government how to order weapons from the United States. Pentagon officials said the courses focused on the procurement process under the U.S. Foreign Military Sales program. Ronald Reynolds, commander of the Pentagon-financed Defense Institute of Security Assistance Management, said that Iraqis are taking on more of the FMS customer role which is becoming more important as the US moves to a more traditional security co-operation relationship with Iraq.

Officials said the Iraqis are learning to examine and work with such documents as a Letter of Request and Letter of Offer and Acceptance. During a nine-day course, within the US, the U.S. team also taught such skills as logistics support, funds management, pricing, requisition process, billing, selection of a freight forwarder and end-use monitoring.
