Senior Analyst/Team Leaders/Policy Analyst - Procurement

In May 2009, an ambitious programme to transform Government Procurement performance across the New Zealand state sector was launched (see www.procurement.govt.nz ). The programme aims to improve procurement performance through:
 
·         Cost savings;
·         Building capacity and capability of procurers;
·         Enhanced New Zealand business participation; and
·         Improved governance, oversight and accountability.
 
To support delivery of this transformation programme, the Ministry of Economic Development is seeking a range of procurement professionals:
 
All-of-Government Contract - Team Leaders - Government Procurement
To lead a small group providing professional procurement support to deliver either all-of-government or health sector specific contracts.
 
All-of-Government Contract - Senior Analysts - Government Procurement
Procurement experts to negotiate and manage the delivery of the first all-of-government contracts for IT equipment, multi-functional devices, passenger vehicles and stationery. Additionally, we are also seeking a Procurement expert that can support health sector specific contracts for clinical products.
 
Applicants must have at least five years senior procurement experience, with a proven track record in successful procurement outcomes. Experience in any of IT, vehicle, clinical health and office supplies procurement and Membership of the Chartered Institute of Purchasing and Supply is desirable, but not essential. Your track record of successful procurement outcomes and effective relationship management will be key factors in our decision.
 
 
All-of-Government Contract - Analysts - Government Procurement
Procurement practitioners to work in a small team with the Team Leader and Senior Analyst to deliver and manage the contracts required. Applicants must have at least three years practical procurement experience and a demonstrable track record in delivering real fiscal results.
 
Senior Policy Analysts - Procurement
To develop government procurement policy, support improved business participation in government contracts and develop the capability building, training and education framework for procurers. You will need at least 4 years general policy experience and knowledge of procurement policy and practice
 
Policy Analyst - Procurement
To support Senior Analysts in the development of procurement policy, business engagement, training and capability building activities. You will need at least 2 year's policy experience and knowledge of procurement policy and practice
 
In support of a flexible recruitment approach, all roles detailed above are offered as a fixed term contract, permanent contract or providing there is no conflict of interest, as secondment opportunities for procurement professionals in both the public and private sector from both within and outside New Zealand. All roles are based in Wellington, but may be hosted by a range of government agencies.
