Kenyan PM wants procurement laws reviewed

The Prime Minister of Kenya, Raila Odinga has called for a review of the procurement framework in the country. Current procurement laws, the Premier said, were inadequate and in the most, slackened the pace as opposed to facilitating development.

"My view is that (existing) procurement rules and regulations were actually imposed on us by the international community when corruption was at a high level,” the PM said.

However, he noted that the laws have not been able to tackle corruption as envisaged. In fact, Mr Odinga added, the current laws were in most cases delaying the procurement process.

The PM expressed concern that in the current procurement policy, valuable time is wasted in lengthy processes of conducting feasibility studies and tendering before a contract is finally awarded. The delay, he said, not only raises the cost of projects but also made potential investors to shy away from investing in the country.
