NSW develops an innovative procurement process04 Nov 2010Source: Government News Working with Clarence Valley Council, NSW Public Works has developed the early tenderer involvement (ETI) process and introduced it for the Shannon Creek Dam project's construction procurement phase. “An Australian Contractors' Association national survey of its major public sector clients found that clients believed that all types of contracts could be improved if there was an approach that allowed short-listed tenderers to meet with the client, before doing any detailed documentation,” says NSW Public Works deputy director general, Brian Baker. “We developed the early tenderer involvement process in keeping with the findings of this survey.” The ETI process specifically allows short-listed, prospective tenderers to meet with the client before the contract document is finalised and the pricing phase begins. This allows the client and tenderers to work together to develop a risk allocation matrix, identifying all the risks in the contract and allocating responsibilities for managing them.
