Procurement review follows fraud in Singapore Land Authority06 Oct 2010Source: PS News A review of procurement and financial processes in the Singapore Public Service is being undertaken by the Ministry of Finance. The Ministry is seeking “to address possible areas of weakness and, where necessary, strengthen control measures against fraud”. The review comes in the wake of an alleged $11.8 million fraud at the Singapore Land Authority (SLA). Lessons learned from the case will be shared across all Government Agencies, a Ministry spokeswoman said. Two former officers at the SLA had purportedly rendered false invoices over a two-year period for fictitious IT maintenance services and goods not delivered. While the SLA had since put in place safeguards, a spokesperson said it was also reviewing audit controls. Audits are carried out annually in the SLA, the spokesperson said, however the two officers allegedly colluded with business entities to circumvent the checks and balances in the system.
