Tanzanian Govt cancels lab supplies' tender

Tanzania has revoked the tender to supply deoxyribonucleic acid reagents, instruments, supply services and spare parts citing a flawed process. The tender had been awarded to Immunolabs Medical Supplies Ltd and Hightech Systems (T) Ltd. According to the Public Procurement Appeals Authority, the tender submitted by the appellant (Mesacom UK) as well as the successful tenderers’ were flawed.

PPAA ruled that “the award thereof was a nullity in the eyes of the law.” It was observed that had the tender evaluation committee been diligent, the tender submitted by Immunolabs should also have been disqualified at the preliminary evaluation stage for being substantially non-responsive.

According to details of the appeal, Mesacom UK requested for the tender process to be reviewed and if it was established that the disqualification was unjust the tendering process should be restarted.
The appellant said he detected favouritism in the process but could not report to the relevant organisations as it was difficult to prove such allegations. PPAA, however, rejected the appellant request to warn the Government Chemist Laboratory Agency (GCLA) not to favour any group on the grounds that if the evaluation of the tenders had been properly done, Mesacom UK would not have won anyway.
