The Victorian Government will look at changing manufacturing procurement rules by dumping the requirement forcing government departments to consider Victorian jobs when awarding tenders for major manufacturing contracts.

In a controversial draft that has local manufacturing firms concerned, the Victorian Competition and Efficiency Commission warned dozens of programmes, grants and incentives on offer to help the sector need to be slashed to deliver better value for taxpayers.

"Procurement should be on a value for money basis, with impacts on local skills and innovation used under strict conditions to choose a supplier only in a tiebreaker situation when tenders are otherwise equal," the draft report said.
